AS360 Tier Three (Active Shooter Training) Readiness Level programs are designed to train you to respond to an Active Shooter Hostile Event (ASHE) crisis.

INTENDED AUDIENCE:
This ASHE program is designed to provide preparedness training for:

- Churches and Religious Organizations
- Schools, Universities, Colleges, and Education Institutes
- Hospitals and Medical Care Facilities
- Private business organizations
- Conference Centers, Concert Venues, and Places of Mass Gathering
- Government and Public Facilities

EXERCISE GOAL

The mission of this Active Shooter / Hostile Event Functional Exercise (FX), or Active Shooter Drill is to introduce and exercise incident management and operations skills in response to a simulated Active Shooter/Hostile Event (ASHE) crisis.

 

AS360 functional exercises and drills allow agencies to practice and evaluate policy and procedure implementation. Exercise objectives are unassuming, designed to provide a safe non-punitive environment for participants to practice physical skills and response procedures. Additionally, this exercise shall identify improvement opportunities for participating agencies. The goal of this program is to provide a practical evaluation opportunity for agencies to continue in depth ICS and Active Shooter/Hostile Event (ASHE) training and preparedness.

 

 

EXERCISE OBJECTIVES

Participants in this Active Shooter Preparedness Level Training will meet or exceed Terminal Objectives as follows:

➤ Demonstrate basic Incident Command System (ICS) implementation.

➤ Recognize, evaluate, and respond to the immediate threat of a simulated ASHE crisis.

➤ Demonstrate command and leadership skills in response to a simulated ASHE crisis.
➤ Exercise coordination of resources to secure the facility, treat casualties, and mitigate impacts from a simulated ASHE crisis.
➤ Evaluate procedures through staff response to a simulated ASHE crisis.
➤ Identify improvement opportunities specifically related to ASHE response training and preparedness.

EXERCISE DESCRIPTION
This FX is a three (3) hour program consisting of three specific modules: A safety review and exercise walk-through, FX activities, and an after-action discussion and course evaluation.

 

This FX is designed to establish a learning environment for participants to exercise and evaluate emergency response plans, policies, and procedures as they pertain to Active Shooter / Hostile Events. To ensure an effective FX, AS360 subject matter experts (SMEs) have taken part in the planning process and will lead the FX events. AS360 shall accomplish this with by using providing an Exercise Director, Exercise Safety Officer, Shooter Role Player and at least one Exercise Evaluator and Controller.

TTX SCOPE

The scope of play for this TTX provides a simulated incident scene creating a safe environment for responders and practitioners to perform actions associated with an ASHE response. These actions include lockdown procedures, command and control, communications, and triage and treatment.

 

Assumptions constitute the implied foundation for the exercise and, as such, are assumed to be present before the exercise starts. The following general assumptions apply to the exercise:

• The exercise will be conducted in a no-fault learning environment wherein systems and processes, not individuals, will be evaluated.
• Exercise simulation will be realistic and plausible and will contain sufficient detail from which to respond.
• Exercise players will react to information and situations as they are presented, in the same manner as if the exercise were a real incident.
• Exercise role players shall contribute to the realism of the simulated event

EXERCISE DEPLOYMENT

This active shooter FX can is presented at a specified facility in a group setting composed of students from the facilities. The client must provide a designated area sufficient to support exercise activities in a realistic manner. During exercise activities certain effects used by AS360 will replicate weapons fire and/or other devices in appearance and sound. AS360 will notify local response agencies of the planned event, provide signage for the exercise area, and provide safety officer(s) to control entry into the exercise area. AS360 maintains a firm policy that no firearms or weapons shall enter the exercise area unless carried by certified law enforcement officers, and only after passing through a weapons control station to ensure safety.

 

Specific exercise equipment and staffing needs varies based on the client and industry. AS360 will conduct an on-location safety walk-through and exercise dry-run at least one day prior to ExStart.
