COURSE GOAL

The mission of this Active Shooter / Hostile Event Tabletop Exercise (TTX) is to introduce and exercise basic incident management and operations skills in response to a simulated Active Shooter/Hostile Event (ASHE) crisis.

 

 

COURSE OBJECTIVES

Participants in this Active Shooter Preparedness Training will meet or exceed Terminal Objectives as follows:

➤ Diagram basic Incident Command System (ICS) structure.

➤ Recognize and evaluate the immediate threat of a simulated ASHE crisis.

➤ Demonstrate basic command skills in response to a simulated ASHE crisis.
➤ Explain coordination of resources to secure the facility, treat casualties, and mitigate impacts from a simulated ASHE crisis.
➤ Describe initial public information strategies in response to a simulated ASHE crisis.
➤ Perform as an Incident Management Team (IMT) member during an Active Shooter / Hostile Event (ASHE) crisis tabletop exercise (TTX).
➤Identify improvement opportunities specifically related to ASHE response training and preparedness.


COURSE DESCRIPTION
This exercise is a first step in intitiating an on-going Homeland Security Exercise Evaluation Program (HSEEP) cycle and improvement plan. Participating agencies will be performing only basic ICS operations. Exercise objectives are unassuming, designed to provide an introduction to incident management skills. Additionally, this exercise shall identify improvement opportunities for participating agencies. The goal of this program is to serve as a first step providing a foundation for agencies to begin more in depth ICS and Active Shooter/Hostile Event (ASHE) training and preparedness.

 

This TTX is a three (3) hour program consisting of three specific modules: A basic ICS review, TTX activities, and an after-action discussion and course evaluation. This TTX is designed to establish a learning environment for participants to exercise and evaluate emergency response plans, policies, and procedures as they pertain to Active Shooter / Hostile Events. To ensure an effective TTX, AS360 subject matter experts (SMEs) have taken part in the planning process and will conduct the TTX events.

 

The purpose of this exercise is to evaluate participant actions against current response plans and capabilities for an Active Shooter / Hostile Event response. Additionally, evaluations and data gathered by participants may be used to create an improvement plan for participating facilities.



TTX SCOPE

The scope of play for this TTX provides a simulated incident scene creating a safe, virtual environment for responders and practitioners to perform actions associated with an ASHE response. These actions include lockdown procedures, command and control, communications, and triage and treatment.

 

Assumptions constitute the implied foundation for the exercise and, as such, are assumed to be present before the exercise starts. The following general assumptions apply to the exercise:



COURSE DEPLOYMENT

This active shooter tabletop exercise can be presented at a specified facility or in a group setting composed of students from multiple facilities/disciplines. The ideal class size for the Active Shooter Tabletop Exercise should not exceed (20) participants.  An AS360 Lead instructor will serve as the Active Shooter Tabletop Exercise Director, supported by AS360 assistant instructors acting as exercise controllers and evaluators. A participant/controller ratio of 10:1 is preferred.
